The General Secretary’s distinctive and important duty is to act as the recording officer of corporate meetings. Suffragan Bishop High currently serves as Senior Pastor of Bethesda Temple Apostolic Church in Dayton, Ohio, “The Home of Grace.” His lovely wife and partner in purpose is Evangelist Teresa High, and together they have one daughter, Whitnye Cherise.

The Assistant General Secretary shall exercise those functions and duties delegated to her by the General Secretary. Suffragan Bishop Ann Storey-Pratt serves as the Pastor of the Church of Jesus Family Worship Center in Springfield, Ohio. She has a deep love and compassion in her heart for children and their need for learning. Suffragan Bishop Pratt is the mother of one son and daughter-in-law, Brad and Danita Pratt, and two grandchildren, Kanecia and Chase. She is a firm believer that if there is a gift, God will make room for it. Suffragan Bishop Pratt has adopted a theme that she lives and preaches by, “God Can Do Anything!”

In the care and management of the corporate fund, and for discharge of any connected duties, the General Treasurer is the active agent of the Pentecostal Assemblies of the World, Inc. and the Board of Directors. Suffragan Bishop Dobson is subject to their direction in all such matters, except in so far as this capacity and duties that have already been prescribed by higher authority. He is a retired Certified Public Accountant, pastor of The Tabernacle of Miracles Church in Fayetteville, North Carolina, Vice President of the Fayetteville Cumberland County Ministerial Council and Chairman of the North Carolina State Council. Suffragan Bishop Dobson is married to the lovely Lady Arletha Farland Dobson. They have two children and one grandchild.

Suffragan Bishop Leon E. Parker, Assistant General Treasurer

The Assistant General Treasurer shall exercise those functions and duties delegated to him by the General Treasurer. Suffragan Bishop Leon E. Parker serves as the Pastor of Zion Apostolic Temple in Dallas, Texas. He is married to Leading Lady Charlotte M. Parker and the proud father of four children and ten grandchildren. The song, “We’ve come this far by Faith,” truly holds up the light for our footprints in time. Certainly Suffragan Bishop Leon Parker has led his flock through many storms, but God has securely landed them where they are today. Thanks are unto God, who has given them the Victory.

Bishop Michael D Hannah Sr, 2nd Assistant Presiding Bishop

Bishop Michael Hannah, Sr., has spent over three decades as a prolific, explosive and anointed preacher and teacher. From an early age, he developed a love for the Lord and felt a call to share the gospel of Jesus Christ.

A native of Maryland, Bishop Hannah studied at Baltimore City College, Baltimore School of the Bible, Coppin State University and Aenon Bible College.

His pastoral journey began in 1981 when he was called to serve as pastor of Greater Shiloh Church in Baltimore, MD. He is the senior pastor and founder of Life Celebration Center Church, formally Greater Shiloh Church in Baltimore, Maryland and Chief Executive Officer of Christ Tabernacle Apostolic Church in Worcester, Massachusetts.

He is gifted with the ability to open the Word of God in a manner that is accessible to everyone. He explores the Word holistically, ministering to the spirit man, as well as the natural man. With the support of his wife, Evangelist Dr. Jeanette, Bishop Hannah is able to expand his ministry beyond the walls of his churches. In addition to his role as senior pastor, he is the Executive President of Aenon Bible College, Inc. since 2004 which is the official educational arm of the Pentecostal Assemblies of the World. During his administration, he established the efficacious Word Explosion Conference, meeting annually across the globe with increasing numbers of enthusiastic learners. Under his direction and guidance, Aenon has had a consistent enrollment of over two thousand students including the enrollees in the over 100 satellite institutes around the globe. Bishop Hannah along with the Aenon Board of Directors invested in expanding the global presence through technology with the inauguration opening of Aenon online courses.

Bishop Hannah is also the 2nd Assistant Presiding Bishop of the Pentecostal Assemblies of the World Inc., (P.A.W), and the Diocesan of the Northeast District Council, the 19th Episcopal District, and serves on The Executive Board of Bishops. Prior to becoming the Northeast District Council’s third Diocesan, Bishop Hannah was the Diocesan Bishop of the 47th Episcopal District of Kenya, Africa; where he founded over 200 churches with a population of upwards of forty-thousand members. He has worked along with other pastors to establish the first Bible Institute (Aenon) in Kenya.

He is the founder and Prelate of the very successful World Believers Fellowship in Maryland. Because of the progressive ministry that God has blessed Bishop Hannah with; he is one of the most sought after international speakers in the country. The gift of leadership anointed by God affords him to conduct, train, teach and empower multitudes of churches and pastors. A wordsmith of the gospel, he shares a revelatory message wherever he goes. In the fall of 2000, Bishop Hannah authored his Power Book Series, A Secret Place…Beyond the Veil, which was nominated as “Book of the Month,” in many bookstores throughout the city of Baltimore. It inspired the reader to go to a place in worship that they had never experienced. Since the publication of that book, he has completed the series, with “Finally, it’s Your Turn”, and “The Other Side Through”.

Even with his many obligations, Bishop Hannah holds his role as family man as the highest treasure. He and his wife Evangelist Dr. Jeanette Hannah, married for 49 years are the proud parents of three children, sons Michael Jr., and Aaron, and one daughter Lezlie, 10 grandchildren and 7 great-grandchildren.

Bishop Mark C Tolbert, 1st Assistant Presiding Bishop

Mark C. Tolbert, Teacher, Preacher, Entrepreneur. Mark was born the 5th child to Lee A. and Lorene Tolbert. You could never keep him still he was the life of the party. In his early years his entrepreneurial spirit shined through the midst of an era of poverty and despair. At age 9 Mark started a lawn care service and had 3 employees. His initial goal was to purchase the brand of tennis shoes he desired but his entrepreneurial thrust opened up his understanding of commerce and business how to benefit from living in a capitalistic society. From then on everything he thought about had to have business acumen.

Mark Tolbert is a native of Kansas City, Missouri, Graduate of Central High School, attended Penn Valley Community College and received his DD from Western Baptist Bible College. In 1989, Bishop Tolbert became Senior Pastor of Victorious Life Church, 3400 Paseo. He is the former President of the Concerned Clergy Coalition of Greater Kansas City (an ecumenical group comprising of 18 Denominations and over 300 Pastors), former Board Member of the Friends of Sacred Structures, Former president of Lee A. Tolbert Charter School Board, former treasurer of the Pentecostal Assemblies of the World. Presently Bishop Tolbert serves as President of Sparrow Community Development Corporation. In 2009 Bishop Tolbert was consecrated Bishop in the Pentecostal Assemblies of the world. He was assigned to the Canada District Council and served there for 5 years. During his time in Canada the Canada council grew and flourished from 3 churches to 15. Bishop is now the Diocesan of the Heart of America Council of Churches. The HACC is comprised of all of the state of Kansas and the western half of the state of Missouri. Under the leadership of Bishop Mark Tolbert the council voted to change the name from Northwestern District Council to The Heart of America Council of Churches. Bishop Tolbert is the first resident Bishop of the council in more than 75 years. In 2018 Bishop Tolbert was elected as the 1st Assistant Presiding Bishop of The Pentecostal Assemblies of the world.

Bishop Tolbert married Emelda Tolbert in 1978. There were two children born into this marriage, Mark, Jr. (Gone Home to Glory) and Britton Elliot.

The church congregation has grown considerably each year. Each week our services can be seen on television. We also carry the gospel to our community, our city and the world each week via live stream at www.vlckc.com

The church campus sits on approximately 10 acres. We recently built a 40,000 square foot Educational & development center where the Lee A. Tolbert Community Academy Charter School leases. The second phase of the Lee A. Tolbert Community Center has been completed and provides space for our youth ministry as well as the recreational facility for the school and community.

The Lee A. Tolbert Community Academy Charter School was founded by Bishop Mark Tolbert in 1999. The first year opened with 187 students; now the student body is over 500. The Tolbert Charter Academies School District is accredited and has a waiting list of students to be enrolled.

Our ministry presently has a food pantry where we feed the hungry and working poor. We host “Feed the Multitude”, a program where we feed the lonely, homeless, and many others each year. During this program we feed and clothe hundreds of families and individuals.

Our Christian Education Electives are creating new excitement in the community as we move toward skills-based teaching. With our Computer Learning Centers, we have managed to help hundreds of youth and adults find help and direction for their futures.

After being known as Christ Temple Church since 1938, in the year of 2006 the church voted on a name change. Our church pulled together to make the decision and the church name was officially changed to Victorious Life Church. The name change shows that the congregants are willing to make preparations to minister to the next generation.

Victorious Life Church has over 75 active ministries with Christian Education and the Christian Education Elective classes being at the forefront. One of our major ministries is the drama ministry. Over the last 20 years we have performed illustrated sermons and the musical productions to thousands, the response to our productions has been phenomenal.

The Lee A Tolbert Charter School was founded in 1999. One of the areas Bishop has always focused on is the digital divide. His most recent endeavor is to help crush the digital divide. Through Tolbert Tutoring Inc. a 501c3 organization and his many partners in the corporate and entrepreneurial world Bishop Tolbert has launched a program to give scholarship certificates to qualifying students to receive a 7 inch tablet (included is one free year of internet access) free of charge.

Bishop Tolbert is preparing leaders to lead courageously and vivaciously into the future. Leaders of tomorrow must be trained and prepared today.

Presiding Bishop Theodore L Brooks Sr

Our leader, the honorable Bishop Theodore L. Brooks, Sr. serves as the Senior Pastor of Beulah Heights First Pentecostal Church in New Haven, Connecticut, with his partner in life and in ministry, First Lady L. Janice Brooks. Bishop Brooks is also the Presiding Bishop of The Pentecostal Assemblies of the World, Inc. (P.A.W.) and Diocesan of the 20th Episcopal District (CT District Council) of the Pentecostal Assemblies of the World, Inc. (P.A.W., Inc.).

As many great individuals do, Bishop wears many hats, serving not only the men and women of the congregation, but the community at large. Bishop Brooks is the President/CEO of Beulah Land Development Corporation (BLDC), founded in 1994 to create revitalized communities of choice in otherwise distressed neighborhoods via affordable housing, economic development, and job opportunities. Bishop Brooks also currently serves on numerous Board for many organizations in Connecticut, including the Yale-New Haven Health System Trustee Board; the Albertus Magnus College’s Trustee Board; the Connecticut Center for Arts and Technology Board of Directors; the Community Advisory Board of Southern Connecticut State University; and Senator Chris Murphy’s Advisory Council. He was formally a member of the City of New Haven’s Board of Police Commissioners, Board of Fire Commissioners, Board of Directors for United Way of Greater New Haven, and the Board of Directors for the Greater New Haven Community Foundation. He is also a member of the American Association of Christian Counselors, and International Association of Christian Clinical Counselors.

In August 2018, Bishop Theodore L. Brooks, Sr. was elected the Presiding Bishop of the Pentecostal Assemblies of the World, Inc. (P.A.W. Inc.), a 1.5-million-member international organization. He serves on the Executive Bishops’ Council of the Board of Bishops, and has served as Diocesan of the 20th Episcopal District (Connecticut District Council) since 2008. Prior to his appointment over the CT District Council, Bishop and Lady Brooks labored to develop a work in the country of Brazil for the P.A.W. for over 10 years. They served as spiritual leaders for over 100 churches throughout that country.

Bishop Brooks has authored several books including: Complete In God: the Apostolic Faith Challenge; In the Lion’s Den; A Servant’s Call; and A Call to Integrity; A Call to Christian Character; Challenges of the 21st Century Church, as well as Eschatology: What’s Next for the World? and A Servant’s Manual, released in Summer 2017.

Serving by his side is First Lady L. Janice Brooks—a powerhouse woman of prayer, anointing and wisdom! First Lady Brooks has served at Beulah Heights Church in various capacities for well over fifty years. She has served as an Usher, Choir Member, Junior Missionary Leader, Christian Education Teacher, and Woman’s Ministry Leader, and most importantly as confidant to her husband Bishop Theodore L. Brooks, Sr. First Lady Brooks has also served the Connecticut District Council as a member of the Missionary Auxiliary, and as President of the Ministers’ Wives Auxiliary.

In addition to the deeply impactful counseling that Bishop and Lady Brooks provide to church and community members, Lady Brooks has joined her husband on several occasions, and presented workshops and seminars across the country. Lady Brooks’ vision is to help anyone she can along the way and to allow the Spirit of God to help her to be all she can be for the Lord. Lady Brooks is a prayer warrior and intercessor, and encourages and uplifts all those with whom she interacts with a sweet and personable nature.

On April 30, 2016, Bishop and First Lady Brooks celebrated a monumental fifty years of marriage. Through the many trials, difficulties, successes and celebrations, Bishop and Lady Brooks have been adamant that it is the grace of God that has kept them. They attribute the enduring success of their marriage to, first and foremost, their individual dedication to God above all, and to each other. Through their sacred union, Bishop and First Lady Brooks were blessed with three sons (Theodore Jr., Harold, and Darrell); nine grandchildren (Jordan, Jocelyn, William, Theodore III, Chelsea, Lindsey, Paige, Ramiah, Darrell Joshua and the late Michael Brooks); and three great-grandchildren.
